Wu Wei-Tao had an apologetic look on his face as he looked at the old Master Lu.
"Old Master Lu, I'm so sorry for what happened to your grandson. I couldn't save him. If I had 3,000 men that day, I would have had the hotel surrounded and saved both young men. I would have made Ye Fan pay for what he'd done. But I didn't have the means to do so. Deputy Mayor Han Dong-Min is in charge of security matters. When he told me what was going on, I rushed to the scene, but it was too late then," said Wu Wei-Tao with deep sorrow lining his face and guilt heavy in his words. A stranger might have thought that he was the one who had lost his son that day.
With a few words, Wu Wei-Tao had very slyly shirked his responsibilities and placed the blame on Han Dong-Min instead.

He was going to leverage on official channels and deal with Ye Fan this way. No one was going to claim that he had gone above the law and maligned Ye Fan's good name.

Han Dong-Min was the deputy mayor. With Wu Wei-Tao temporarily stripped of his duties, he naturally took on the mayor's responsibilities.
"Is that so? Where's Han Dong-Min? Why isn't he here?" asked He Lan-Shan in a voice that was filled with anger and displeasure.
Despite the huge commotion that was taking place right now, He Lan-Shan had seen neither hair nor hide of the vice mayor. He was naturally displeased.
'Tm right here, Secretary He! I'm right here!" A frantic voice approached from the distance before He Lan-Shan could get one of his men to call Han Dong-Min and summon him.
Everyone turned and saw Han Dong-Min fighting his way through the crowd and running anxiously towards He Lan-Shan.
Han Dong-Min had been here all along.
He couldn't have been unaware of what had been going on. He was the one in charge of the city right now, after all.
But like Wu Wei-Tao, he had been observing the event from afar.
He was not on Wu Wei-Tao's side. The mayor wanted Ye Fan to fall from grace while he simply wanted to stay out of trouble. That had been why he had not made his presence known.
He couldn't afford to offend either Ye Fan or the Lu and Xur families.
There had been nothing that he could do but hide and stay out of sight.
He had tried his very best to stay out of their fight.
But He Lan-Shan was here. He couldn't hide any longer even if he wanted to.
Wu Wei-Tao had already attempted to place the blame of what had happened on him.
He Lan-Shan had called for him specifically too.
There was nothing Han Dong-Min could do but face these men.
