Mosarto and Eweyn were pretty close to each other, and taking a flight was the fastest way to get to either place. The flight had only taken a little over an hour for Wilbur to arrive at Swili National Airport, Eweyn's capital.

Eweyn was yet to be a part of the Allied States, and thus all visitors were required to apply for a special pass before entering the country. Wilbur had not applied for his pass and was able to get one on the plane in Mosarto. However, he was promptly stopped by the policemen at the airport entrance and escorted into a police car.

Wilbur took out his Department of Paranormal Research and Defense license in the car. This department was a powerful existence, and owning a license from there was the same as a license to enter any country in the world.

Even though a license from the Department of Paranormal Research and Defense should be sufficient for him as a travel document, the two police officers in the car were nothing but arrogant to Wilbur. The younger officer named Jack said, "I know your license is considered a pass, but we have our own rules. Please come to the police station with us to fill out the paperwork, and we'll send you back to the airport."
