Chapter 171
The thought of Josie hiding even more powers made them turn green with envy. Their eyes were practically popping out of their heads.
Who wouldn’t want to be the strongest?
To have the world in the palm of your hand and the hottest girls in your bed?
That was every man’s ultimate fantasy.
Even the Norms were torn, agonizing over whether to risk their lives for one shot at power.
These days, life at the bottom was getting brutal. The Norms were really starting to feel the squeeze.
No powers meant no scavenging. No scavenging meant no supplies. Without supplies, you didn’t eat, and you didn’t stay warm.
The grunt work available for Norms was drying up. There just wasn’t enough to go around.
If you wanted to survive, you had to become a Super. It was that simple.
Meanwhile, the “Rainmaker” herself, Ms. Josie, was being treated like a total VIP. The Base Commander personally escorted her into his private office, playing nice while they talked numbers for the rain.
This was Josie’s first time seeing the man in the flesh. He was usually a ghost, rarely appearing in public.
One look was all it took. Josie knew right away–this guy was hungry for power.
He was careful, too. Cautious as hell.
He rarely showed his face in public. He stayed in the shadows and let his people handle the day–to–day shit.
He only shows his face for the big stuff–when the base’s survival is on the line. And he never moves alone. Four Tier–3 Supers are always right there, guarding his back.
To say he was scared of dying would be an understatement. He was the literal definition of a coward.
If the promise of rain wasn’t such high–stakes bait, there was no way he would’ve crawled out of his hole.
“Miss Josie! It’s a real honor to finally meet you!” Base Commander Albert reached out to shake her hand.
The moment their palms touched, Josie triggered her Siphon Scan.\
[Siphon Scan Complete: Tier–2 Mist Ability detected. Siphon Cooldown: 355 days!]
Josie’s eyebrows shot up.
Well, well. This was getting interesting.
She’d bet anything that nobody in this entire base knew their Commander was actually an Ability User.
And a Mist user, at that.
Wind, Rain, Ice, Mist… normally, anything that wasn’t Lightning was just considered a “utility” power–basically only good for farming.
But if you knew how to use it? Mist was the ultimate assassin’s tool,
Albert had no clue his secrets had just been stripped bare. He kept that oily smile plastered on his face. “Miss Josie, you’re quite the rising star. It’s rare to see someone so young be so… exceptional.”
“You’re too kind,” Josie said, flashing a smile back as she sank into the sofa. “A base this size doesn’t just run itself. That’s all thanks to your leadership, Commander.”
After a few rounds of fake–ass flattery, they finally got down to business.

So, let’s talk numbers, Miss Josie. What’s your rate for the rainwater?” Albert asked. “As you’ve seen, the base is desperate. Can you ctually supply the amount we need?”
Price? We can talk. Quantity? That’s limited.” Josie was as slippery as an eel. “Why don’t you make me an offer, Commander?”
Albert smiled. “How about this? I have another deal I’d like to pitch to you.”
