Romulus Hackbart was the owner of the Silver Moon Restaurant and also the Hackbart family patriarch. They weren't among the four prestigious families but were still considered a prominent clan.

Even the patriarchs of the four prestigious families would show him some deference. And yet, Sebastian dared to order Romulus to get his ass down to see him. It was an act of reckless arrogance.
