Since everyone else was still inside the tower, Sebastian guessed that the person on the third level was likely Faylin.

The outermost part of the third level was filled with three-star combat pixies, sometimes appearing in pairs or trios. Other participants likely lacked the ability to handle them, making Faylin the only viable candidate.
