First, Swamp Dragon gave Kyle a blueprint for a Formation Array that would work even better to keep the Immortal Elemental Law Wells in check. With these Formation Arrays, the World Organizations could even allow Advanced Spirit Lords to look at the Immortal Laws without too much danger.

Naturally, comprehending a Level Seven Law as a Spirit Lord was far too difficult, but sometimes experiencing a more powerful version of what someone wanted to comprehend could put things in a new perspective.

Kyle disguised himself as a Lone Elder and changed his aura. Then he went to several World Organizations and offered them the Formation Array. When he offered the blueprint, he was also honest about his intentions.

Sure, more Seekers would die, but the surviving Seekers would have gone through an additional True Battle, increasing their quality. The quantity would stay the same, since higher wages for Outer Disciples pulled in more unaffiliated Seekers and helped them advance faster.

Many Seekers simply couldn't get the Energy Stones necessary to advance, which was why many of them tried to cheat the system in some way. With the increased wages, it was more realistic to advance while keeping to the rules.

Some time later, Kyle went to the Organizations again, but this time, he didn't have anything to trade. Instead, he was making a proposal. Since basically almost all of the Organizations already knew him, they decided to entertain his proposal.

Over the next few years, Kyle went from Organization to Organization to speak on behalf of the other Organizations. While these Organizations held occasional talks with other Organizations, they didn't discuss any details. After all, the other Organizations were their rivals and potential enemies. They didn't want to expose themselves.

With Kyle as mediator, the Organizations reached a joint agreement, and Kyle's proposal took effect.

Then they would create challenges for entrants to overcome to reach the treasure. Beasts, criminals, comprehension tests, willpower tests, and so on.
