Chains and record–1
(Caius)
I kept reading.
The hall had gone beyond quiet now. Quiet still implied the possibility of ordinary sound returning at any moment, a chair shifting, a throat cleared, someone losing control of their breathing for half a second. This was different. The kind of stillness that took hold when a room understood it was standing inside something that couldn’t be undone once spoken aloud.
Pryor stood beside the records table with the next section of the file already open.
I knew every line of it. I’d read it enough times that I no longer needed the page in front of me, but I read from it anyway. Formal charges deserved exactness. Men like Rodan survived too long by exploiting anything loose in language. There’d be nothing loose here.
I turned the page.
“Rodan Hale,” I said, and his name carried through the hall with more weight now than it had the first time. “In addition to the charges already stated, you stand formally charged with ordering the wolfsbane confinement of an unbonded wolf under your authority.”
That landed.
It landed in the crowd first, then visibly in Rodan himself. His face didn’t shift much, but enough. The colour had already been draining from him in increments since the hearing began. It drained further now, a shade closer to grey with each line that made plain what he’d tried for years to hide inside ordinary pack language.
I continued before the room could think too hard around the words.
“The confinement in question wasn’t temporary. It wasn’t emergency restraint. It wasn’t medical containment. It wasn’t ordered for pack safety. It was imposed as punishment and maintained over years with full knowledge of the harm caused by prolonged wolfsbane exposure.”
No one moved.
I heard Isla breathe in once through her nose beside me and then nothing from her again. She didn’t need to look at me for me to know exactly where the words had gone in her. Not as surprise. Not anymore. As confirmation. Public and final.
I looked at Rodan.
His eyes stayed on me, but I could see effort in it now. The old control was still there, but it had become something he was applying rather than something he simply possessed. The chain at his wrists hung between his hands like an accusation all on its own.
“You ordered a restraint no lawful Alpha would use in those conditions,” I said. “You ordered it against a wolf who was unbonded, unshifted, physically weakened, and entirely under your control already. You ordered it not because it was necessary, but because you wanted suffering to be part of the punishment.”
A shift moved through the crowd and was immediately suppressed.

Good
Let them hear it in language that gave them nowhere to hide. Let them understand that what had been done here wasn’t harsh discipline, not unfortunate management, not one man’s temper getting ahead of him. It was design. He had chosen each part of it.
Pryor turned the next sheet.
I took it and continued.
“You stand charged with sanctioning sustained abuse over a period of years, including repeated corporal punishment without lawful cause, public humiliation used as pack warning, the use of subordinates to enforce continued harm, and the normalization of violence against a member who couldn’t meaningfully defend herself.”
Rodan’s mouth tightened at that.
There.
The first visible sign of anger directed not outward but inward, at the shape of the room, at the loss of control, at the fact that every word I was speaking was dragging what he’d done out of private practice and into formal record where it would stay long after he was gone.
Maren didn’t move.
Derek looked as though he might be sick.
