With earthquake relief fully wrapped up, the city government shifted its focus and issued a new public announcement about urban reconstruction.

After surveys and assessments, Pinewood was identified as the least affected area. It would become the new district of Westbridge.

Nicole glanced at Zeph. “Pinewood’s going to be the new district?”

She remembered hearing about the reconstruction plan in her previous life, but it had never gone anywhere before she died.

Zeph nodded. “It is, but it’s only about a fifth the size of the old city. It’s close to Grayport’s new district, though so they can support each other.”

A fifth was pretty significant.

After three years of disasters and conflict, less than 30% of the population had survived. Many had already moved into different bases.

Even so, not everyone would qualify for a place in the new district.

For now, the government had only announced the plan. Survivors were encouraged to gather construction materials in exchange for points. Those points could be traded for food and eventually for housing slots.

The exact criteria hadn’t been released yet.

At the same time, the agricultural institute began recruiting again on a large scale, giving priority to homeless refugees.

The agricultural institute had done more than most people realized. They had worked around the clock to establish both indoor and outdoor crops, stockpiling plenty of food, particularly dried vegetables.

The ration balls distributed to refugees came from them.

Hiring refugees didn’t just create jobs. It reduced the risk of unrest.

When people had nothing to do, trouble followed.

The institute also issued a broader warning. The global environment was still unstable, and recovery would take time. Humanity needed to be ready for a long fight.

They had already endured typhoons and flooding, a deep freeze, extreme heat, and earthquakes. Acid rain or soil alkalization could come next. Under such limited conditions, they had to stockpile as much food as possible to survive whatever disaster came next.

Put simply, the priority was to grow food and store it.

They promised to distribute seeds to survivors soon.

Nicole suspected they simply didn’t have enough yet.

After the earthquake, there would be a few months of relative stability, something closer to normal seasonal weather.

She looked at Zeph. “What comes after that?”

“Two years of polar day and three years of polar night. Then smog, acid rain…”

Nicole let out a sigh. “Polar day doesn’t sound that bad. More sun means crops grow faster. People get time to recover.”

Zeph’s expression didn’t match her optimism.

“What is it?” she asked. Was there another catch?

“The seasons won’t be normal. During that period, temperatures can hit around 100 degrees during the hot phase and drop below 10 in the cold.”

That still sounded manageable. After surviving both the deep freeze and the extreme heat, people’s bodies had become much more adaptable.

“Those swings happen within a single day.”

Nicole fell quiet.
