Nicole frowned. "If you're that short on materials, why sell the submarines at all?"

"To give scavengers a reason to keep looking. That's why the base pays so many points for rare materials now."

Still, something didn't add up.

"It takes a huge amount of material and labor to build one submarine, but it only carries ten people. Isn't that kind of wasteful?"

The others exchanged looks before Jeremy smiled.

"The base isn't putting that much effort into building submarines just to save ten people."

This was the Ark Base. Everything it did was meant to preserve something for the future.

That meant more than just human lives. It also meant preserving civilization and technology.

Put simply, the submarine worked like a powerful tow vehicle. Besides carrying survivors, it could pull massive storage containers behind it.

Jeremy gave an example. "Think of a semi hauling shipping containers."

Those containers could hold books, antiques, paintings, seeds, grain, clothing, leather, medical equipment, precision machinery, and countless other pieces of human civilization.

If the disasters ever ended, those preserved resources could help humanity recover and rebuild much faster.

Still, human lives came first. The containers would be secured to the submarines before they entered the water, but if the crew ran into something too dangerous to survive while towing them, they could release the containers and escape.
