Tragoedia's Special Summon condition requires him to take battle damage—clearly setting up for his true form's appearance.
All three Sacred Beasts are level 10. Though level 10 monsters are rare, top duelists must be ready for anything. Tragoedia could easily have a level 10 monster next turn; if he summons his true form, he could use its effect to steal a Sacred Beast.
