As mentioned before, Fort City was actually quite harmonious compared to other human bases. Although there were conflicts and killings, there were three powerful forces keeping the peace.

Among the Undead, there was Cyrus Finch. His existence suppressed all the other zombies. Among the humans, there was Josie Quinn. On human territory, she called the shots. And in the world of mutant flora and fauna, there was Lirio.

Lirio was currently at the peak of the Mid-rank Primal stage. He could essentially ignore any High-rank Modern species or anything below that. With the three of them holding the fort, Fort City had been peaceful for too long. This had led the people of the Fort City Base to become delusionally complacent, thinking they were the masters of the world. If they were ever shown the reality of the world outside, they wouldn’t be so cocky

Josie’s clean departure this time was partially born out of a cold heart. She had protected Fort City too well.

The Newport City Sanctuary was far more sensible and intelligent. They never pulled stunts; they operated on the premise of human survival, and everyone worked hard to stay alive.

It was time for the Fort City Base to learn a lesson and do some serious self-reflection. Now that Josie and her team were gone, there was no ongieft to lead the human and mutant camps.
