After a long pause, he picked up his phone and spoke in a crisp, commanding tone. “Alice, issue an S- level assembly order. Summon the other six arbitrators. I want them in my conference room within twelve hours.” A mechanical response came through. He ended the call, intertwined his fingers, and looked toward the eastern horizon through the window, eyes sharp and resolute.
Twelve hours later, six figures had gathered in his conference room. Their appearances and clothing were varied, clearly from different corners of the world. Two women, four men, each carrying distinct energy. Some were stunning, others unremarkable. A few faces were so ordinary they’d vanish into any crowd, but their presence was anything but. Even the servers moving through the room with tea and water were trembling, as if some oppressive, unseen force had sunk into the air, making it hard even to breathe.
One woman, all curves and crimson lips, lounged back in her chair with an air of wicked confidence. Her gaze swept over the blond man who had summoned them. Her voice was husky, dripping with seduction, enough to make any average man lose control. “Wayne, what’s this about? An S–level assembly order? You’d better have something good. Otherwise, I’m coming for answers.” She had been watching lavender bloom in Ruflya just twelve hours earlier, and the sudden order had pulled her away from that beauty–an interruption she did not appreciate.
“Yeah,” said a tall man beside her, dressed in a pristine tailcoat. With a flick of his wrist, the wine in his glass twirled up into the air and streamed directly into his mouth. “An S–level assembly order means something serious. You know that. If you can’t give us a good reason, the fallout’s on you.” His irises glowed an eerie, unnatural red. There was danger in them.
The other four didn’t speak, but their stares bore into Wayne. They wanted answers.
Wayne, sitting at the head of the table, steepled his fingers and remained calm. “Believe me, I wouldn’t have summoned you if it wasn’t worth your time.” With a tap, the projector activated, and a striking image of a young man appeared on the screen.
“Well, well,” the red–lipped woman purred, licking her lips. “A face like that makes me want to skip the briefing and get straight to dessert.” She was Evelyn, known for her mastery of dual cultivation and seduction arts. Every man she took to bed made her stronger. It was her way— training, traveling, and bringing lovers. Young, handsome ones were her favorite, and this boy’s face clearly thrilled her.
Wayne’s voice cut in, sharp and cold. “Evelyn, rein it in. Do you even know who he is?”

gave a lazy shrug, reclining in her chair. “Some young heir? Enlighten me.”

Wayne glanced at her but didn’t answer. Instead, he addressed the group. “You’re here because of him. You all know the story–nine months ago, at Glidewing Mountain, Jeff took down both Grayson and Tsaric. Then, he disappeared. But now, he’s resurfaced. According to the latest intel, he was spotted in Listin just yesterday.”
Wayne closed the projection and tapped his fingers lightly on the table. “Before we get to the main agenda, let me ask you something. Jeff killed both Tsaric and Grayson alone. If any one of you were in his place, could you have done the same?”
The room went dead silent. Within the Arbitration Office, there was a ranking system that measured the combat ability of top fighters around the world. Tsaric and Grayson were both A- level–high–tier experts, even by their standards. Matching either one of them one–on–one would already push the limits of most of them. But to take on both at the same time–and win was another level entirely.
A middle–aged woman in a black trench coat finally broke the silence. “We couldn’t do it. But what does that have to do with why we’re here today?”
Wayne scanned the others‘ faces before continuing, “The S–level assembly order wasn’t my decision. It came straight from the Chief Arbitrator. I spoke to him three hours ago. He put me in charge of this and confirmed Jeff’s power rating himself.” He paused briefly, letting the moment settle. “It’s S–level,”
The words hit like a thunderclap. Everyone’s expression changed instantly. “What? S–level?”
A burly man in a duckbill cap blurted out, his face twitching. “S–level is for those in the Transcendent Realm. How could he be rated that high?”
According to their internal rankings, Martial Sovereigns typically fell under A-, A, or A+. To qualify for S–level, one had to reach the Transcendent Realm–a state that required more than just talent. Every S–level figure they’d ever encountered had trained for over a century.

Jeff took down both Tsaric and Grayson effortlessly, and he wasn’t even using his full strength. He may not have crossed into the Transcendent Realm yet, but his actual power isn’t far off. That’s why he has to be treated as S- level.”
The room fell into another heavy silence. Even with the Chief Arbitrator’s words, it wasn’t easy to digest. No one under twenty had ever been rated S–level in the entire history of the Arbitration Office.
Just then, a quiet voice came from the corner. The masked man who had been silent until now finally spoke. “The S–level rating is obvious.” The moment he said, the room shifted. Everyone -including Wayne and Evelyn–fell still. Among the seven, he was the undisputed strongest, and no one dared challenge his authority.
“Wayne,” the masked man said, “just tell us why we’re here.”
Wayne nodded. “There are two reasons for this meeting,” he said clearly. “First, we want Jeff to join the Arbitration Office.” His tone darkened. “If that fails, we destroy him before he becomes unstoppable.”
