Autumn turned and looked toward Scott.

Scott replied calmly, “If they believe the central shelter is so wonderful, then let them leave. People here are free to stay or go as they please.”
Beckett gently patted Scott on the shoulder, offering silent reassurance.
Leonel said, “People are never satisfied. All they notice is Scott giving the better survival pods to the wealthy. What they fail to see is how much gold and how many supplies those people contributed in exchange. Without those donations, Scott couldn’t even have afforded the lowest-quality survival pods.”
Autumn nodded. “That’s right. Human nature rarely holds up when it’s tested.”
“They’re here,” Leonel said. “Autumn, stay back. The three of us will take care of this.”
“Okay.” Autumn stepped behind him and stood quietly beside Leonel, appearing no different from one of his subordinates.
The cruise ship from the central shelter finally docked, and a group of neatly dressed people stepped ashore. As they walked through the crowd, they distributed small sandwiches, sausage sticks, and snacks to the refugees while pretending to care. “You’ve all suffered terribly! We arrived too late! But don’t worry. As long as the central shelter exists, we will never abandon you!”
Someone among the crowd shouted, “Thank you, leaders of the central shelter! We all support you!”
Those who had received food quickly joined in. “We support the central shelter! Thank you, central shelter!”
The delegation smiled with satisfaction and waved proudly at the crowd like officials inspecting their territory.
Leonel, Scott, and Beckett merely watched with cold smiles.
After putting on their performance, the representatives from the central shelter finally approached Scott.
“Scott, you’ve certainly been putting on quite a show. You’ve refused to meet us over and over again. Looking down on us, are you?” The moment they spoke, they tried to paint him in a negative light.

Scott, however, was not someone who could be cornered so easily.

He calmly replied, “Tell me, do you have an official order from Jyncrest? Or at least a formal notice? You claim to represent the central shelter, so that automatically makes it true? If that’s the case, I can claim to be the country’s highest representative. Shouldn’t your central shelter be reporting to me instead?”
“You…” The delegation was instantly left speechless.
In times like these, where could they possibly obtain official documents?
The nation itself had already collapsed.
Still, Scott’s reasoning was flawless. He had assumed his position through proper legal procedures, complete with official authorization. He remained the government-recognized director of the shelter.
Compared to him, the people standing before him had no legitimate authority whatsoever.
Scott smiled faintly and said, “I’m a reasonable person. If you want to take over Karthmoor shelter, that’s fine. Just bring the proper documents. As a government employee, I have a duty to the people under my care.”
Autumn couldn’t stop herself from applauding.
Once everyone understood what was happening, applause spread throughout the crowd.
The representatives from the central shelter stood there speechless before finally saying, “You know perfectly well what the world is like now. Where exactly do you expect us to find official documents?”
Scott continued, “Without any paperwork, why should I believe you’re really from the central shelter? Even if you can’t produce documents from Jyncrest, something issued by the state would be acceptable. And if the central shelter changed leadership, there should at least be records documenting the transfer of authority, shouldn’t there?”
That left the delegation completely speechless once again.
They had seized power through force and eliminated the previous leadership. There was no possibility they possessed any official transfer records.
“You have no procedures, no proof, and nothing to support your claim. So what gives you the authority to take over a state-recognized shelter?” Scott stood there with complete confidence, looking every bit the righteous leader.

“Fine. Fine. So this is how you want to do things?” one of them snapped in frustration. “If Scott refuses to release people, that’s one thing. But you can’t stop civilians from making their own decisions, can you? If someone chooses to come with the central shelter, you’re not going to stop them, are you?”
Scott answered without the slightest hesitation. “I won’t. In Karthmoor, everyone has the freedom to come and go. Anyone who wishes to leave with you is free to do so. Likewise, if others choose to remain in Karthmoor and endure these hardships alongside us, you won’t interfere with that decision either, will you?”
“Fine. Very well. Just wait and see!” The delegation pointed awkwardly at Scott before throwing out one last threat. “We’ll find out who’s laughing in the end!”
After they departed, Beckett said, “They definitely aren’t here with good intentions.”
“It’s all right.” Scott brushed off his sleeve with the air of a refined scholar before saying, “The people who truly belong with us won’t leave. Those whose hearts are somewhere else were never going to stay anyway.”
Autumn said, “Let me be the one to pour cold water on everyone’s optimism.”
All of them turned to face her.
