"While Immortals, Lords, and Demigods can look into Tertiary and Secondary Worlds, they can't look into Primary Worlds without the explicit permission of the Primary World's Overseer. The Peak Organizations can only gain information about Primary Worlds by talking to Immortals who have been in said world or by getting the Overseer to give them entry. The second part is usually done by sending affiliated Seekers to the world and hoping that they become the Overseer."
