He had been out drinking with Commissioner Halloway. Since the Commissioner was new to the district, getting him to the table had been a massive headache. He had only showed up out of pure obligation.

To ensure the Commissioner didn't just brush him off, Zane had pulled strings to invite higher-level officials—men Halloway wouldn't dare disrespect.

As the dinner wrapped up, a mutual contact had pulled Zane aside and whispered, "Mr. Whitaker, saving a stalled project like that isn't going to turn a profit. Is it really worth burning these favors?"

Zane had simply smiled. "The meaning far outweighs the financial value."
