Malcolm snorted, “I have been sincerely trying to hold discussions with Eurasia. However, the West Army has been constantly provoking my nation. Now that even you have encroached upon our territory with your men, how am I to believe that you are looking for a peaceful solution?”
Max was aware that Malcolm was a pacifist who had refused to join the alliance.

Nathan was obviously telling Malcolm that he had to put them in their respective place after Volk had decided to join the alliance in an attempt to blockade and subdue Eurasia.
