Jimmy had experienced the chaos in Seaside City years ago and knew how bad it used to be. However, the current situation was ten times worse than what he had seen three years ago!
People were acting like a pack of wild dogs that had been chained up for a decade and set free, running wild.
Jimmy’s legs quaked as he made the phone call. The situation was so dire that he was even considering fleeing.
“Why aren’t you saying anything?” Stephen noticed Jimmy’s silence and asked, “Are you too excited to speak?”
“No!” Jimmy snapped back to reality, his voice panicked. “Seaside City is in trouble.” “What?” Stephen frowned. “How could it be in trouble? What happened?”
Stephen was breaking out in a cold sweat just hearing the words “in trouble.”
Jimmy frantically explained, “A large number of dangerous individuals have suddenly appeared in Seaside City. They’re moving in groups, smashing up shops and looting everything in sight.
“Many of them even have guns. Now everyone is too afraid to leave their homes.”
Stephen’s eyes widened when he heard Seaside City had suddenly descended into chaos, and there were even guns involved too!
He had seen a similar situation play out in North Hill City. Was Seaside City about to repeat that tragedy?
“Stabilize the situation immediately!” Stephen ordered. “I’m heading to Seaside City right now!”
Jimmy replied helplessly, “We can’t stabilize it. We’re short–staffed here. Eighty percent of our security personnel has been sent to North Hill City.”
“Why were so many people sent there?” Stephen was furious.
Had they completely disregarded Seaside City’s safety?
Jimmy stammered, “I–It was your order. D–Due to Seaside City being closest to North Hill City, you ordered us to send as many as we could spare.”
The current chaos in Seaside City, which was worse than it was three years ago, was partly caused by the lack of security personnel.
Realizing that was their last stand, and noticing how stretched thin the security forces were, the criminals decided to go all out. If they could grab a million or even several million

Stephen was speechless. He felt like he had just been shot in the foot by his past self. It was his own order that had created that security problem in Seaside City!
“Try to stabilize the situation. I’m coming right away,” he urged before hanging up.
Stephen glanced at the banner on the wall, remembering his conversation with Rachel. His face burned with humiliation.
Breaking two trillion dollars in GDP for Seaside City? They should thank their lucky stars if they could maintain the 1.8 trillion at that point.
Stephen rushed out in a hurry, leaving Rachel standing in the office, at a loss. How could Seaside City suddenly fall into chaos?
She vaguely recalled what some people had said before. “Without Ethan Rivers, Riveria will be done for.”
Rachel’s face paled. Could it all be true? Was Riveria really unable to function without Ethan?
“It’s not true!” she told herself. “It must be false. This incident is probably just a coincidence, and Stephen will definitely be able to handle it.
“If Ethan could do it, Stephen could do it even better!”
Stephen hurried to catch a flight. On the way, he called his father, Simon, to tell him about the sudden problems brewing in Seaside City.
Simon was also confused.
“How could there be trouble in Seaside City all of a sudden? It seemed fine before. Could it be Howard’s subordinates causing trouble?”
