I frowned. “What do you mean?”
She set her reports down. “There’s a group within the Northern council–unaffiliated delegates–who are questioning how the kidnapping was handled, suggesting that security lapses might have allowed outside influence. “Good,” I said. “That’s a start. But we also need to track behavioral patterns. Voting tendencies, unofficial communications, even subtle reactions to trial proceedings.
