No wonder. Kira probably would have been his next meal if she had ranked up any further. She had essentially just “stolen” the Creeper’s food. “Did you tell him we’re passing through?” Josie asked.
“I did. He didn’t say anything, so I don’t know if he agreed or not,” Lirio said, shaking his leaves. “He probably agreed.”
Josie did a tactical lean back. “Whatever, that’s not important. You fought him-how would you rank his strength compared to human Superpowers?”
“He’s quite a bit weaker than you, Mistress,” Lirio replied. “Besides, I beat him. You carry my scent now, so he won’t dare cause trouble for you!”
Josie laughed. “Fine, fine. I’m riding on your coattails then. Keep going.”
Lirio continued, “Currently, there are about 12,000 humans left alive in all of Quartz City. The Undead are more numerous, between one and two
million.”
That’s not many at all,” Josie noted. “Did he eat the rest?”
“Not all of them. The humans hunted a lot of Undead early on,” Lirio explained. “At the start, the human base actually did a lot of things right.”
“The first Base Commander was a local official. He was very capable and used ruthless, efficient methods to take control immediately. He organized the people to clear out the Undead.”
“While other cities were still panicking and in chaos, this place had already formed an effective counter-offensive. That’s why the Undead here developed much slower than in other cities.”
“But later, because he was too autocratic and refused to listen to anyone else, he sparked a lot of resentment. As more and more Supers appeared, many powerful people refused to follow his orders, and the base began to fracture.”
“Outside agitators fanned the flames, and the base’s power was quickly split. Eventually, that Base Commander was assassinated. The once monolithic, unified base was divided among several leaders who all held power simultaneously.”

“Some people in the human base tried to collude with the Undead. Their plan was to take control of the base and then provide humans as food to the Undead on a regular schedule. But man proposes, and fate disposes. The Undead have no sense of honor or credibility.”
“And that leads to the scene you see now. The Mutant Flora just stepped in and took everything for themselves.”
