His one and only failure in that regard had been with Robin.
Unavoidable, really. Robin knew exactly what he was, and she’d been on her guard against him from the very beginning.
“The gates between Centerville and Outerville
are under guard. We can’t move between the two zones freely right now, so everything we’ve got is Centerville intel. The other two zones are a black box.
Robin went on, “But if we’re going to take Redwood Military Base down, the single biggest pressure point is Outerville.”
Nobody argued. For one simple reason, Outerville had the numbers.
The Outerville residents had been grinding through the apocalypse for so long that they’d gone numb. Most of them had given up on any emotion beyond the raw will to stay alive.
Redwood Military Base had given them a place to land, but it was also exploiting them ruthlessly.
If they ever found out they were working themselves into the ground in Outerville while a handful of people lived in villas in the Innerville, how would they react?
People were greedy by nature.

“I’m getting into Outerville tonight. That’s non–negotiable.”
Robin’s voice was grave. She had to have the pipeline into Outerville open before sunrise tomorrow. Nothing else could move until that was handled.
During the day, guards manned the wall between Centerville and Outerville. At night, they’d relax their vigilance.
And based on what she’d observed that day, not every one of those guards was an actual soldier.
A few of them had gotten their positions the way Noah had, back in the old life–pulling strings, trading favors.
Those were the best entry points.
“I’m going with you.”
Dylan said it flatly.

Robin laughed. “Tonight is an infiltration op. The whole point is to stay quiet. Your ability is pure strength. This isn’t the kind of mission you swing your way through.”

They talked through the plan a while longer, then went back to their individual rooms.
In the afternoon, Serena sent someone to bring them to lunch.
Across Redwood Military Base, not only were supplies distributed equally, but food was also handled under a centralized system.
There was a mess hall in Centerville and another in Outerville. Outerville residents got one bun and one bowl of thin vegetable soup per day. Centerville had it slightly better–two buns, a bowl of soup, and a small side dish per person.
If residents wanted more than that, Redwood Military Base actively encouraged them to go out scavenging. But half of anything they brought back had to be turned over to the base.
Redwood Military Base was massive, but they didn’t have enough arable land to grow their own food.
Every food source had to come from the outside world, and with more people joining all the time, food stocks were running dangerously thin.
That said, only in Centerville and Outerville.
The people in Innerville were not about to go hungry.
When she saw their group approaching, Serena jumped up to greet them.
The escort led them to the Centerville cafeteria hall.
It was lunch hour. The hall was crowded, with residents coming and going in every direction.
Ella noticed right away that the mess hall had ten serving windows, and they clearly weren’t all equal.
