The methods with using a Legendary City Stele or any Stele for that matter were quite simple. In fact, in a lot of ways, using a Legendary City Stele was a lot easier than using any other.
For other City Stele, there might be limitations on the types of terrain one could lay it down on, or one might have to be extremely careful about whether the territory you were hoping to claim might overlap with another.
Many worlds in the Milky Way Sector were already claimed by City Stele that had grown their territory range over many generations. Finding a region that wasn't already claimed by a City Stele might require going to regions that were highly undesirable for either their lack of resources or excessive amounts of danger.
However, a Legendary City Stele didn't have such an issue. Unless it was a Kingdom Territory Level City Stele of the Gold Rank and above, or another Legendary City Stele, there was no City Stele in existence that could compete for territory with a Legendary City Stele.
The moment it appeared, it would swallow everything in its path, stripping away control lesser City Stele had and taking the territory for it.
However... Legendary City Steles came with Legendary City Stele level problems.
Setting aside the fact even Gods might descend with a heavy interest in procuring such a thing for themselves, Legendary City Steles came with a host of other issues... Namely the fact that there would always be a City Establishment Quest that required a defense.
Few were more aware than Sylas just how difficult it was to pass a City Stele Quest, let alone a City Defense Quest.
He had had a Legendary City Stele Quest Ticket burning a hole in his pocket for over a year now. Yet, he had never used it, even when he was approaching his limits in the F-tier.

He had had this ever since he successfully pulled off Earth's Summoning. But he knew better than to use it. Unless he had the power of a God at his Tier, using it would be foolish.
It could be stated that while a City Defense was easier. That was because the enemies would come from those in your immediate surroundings, not a challenge conjured up by the system itself to match the Grade of your City Stele. But... that was highly dependent on several factors.
Originally, the best plan to deal with City Defense was to rely on the Petals of the Seeing Thorn. That was a large part of the reason that Sylas had chosen to go with them in the first place.
Their help, and the fact he planned to set the Legendary City Stele in the Milky Way Galaxy where he was a Progenitor, should ensure success.
However, that plan was no longer worthwhile to him. He had another idea. Well, it was an idea that he had had for a very long time, but he had gripped off on it because he knew that it was much easier said than done.
His understanding of the world he lived in now wasn't as limited, and he made very few mistakes now compared to the past. A-Grade Medley was a small slip-up, but all things considered, he had made it out alright.
However, if he wasn't careful, the mistake that this choice could trigger would make what he had just gone through with Call of the Titan seem like child's play.
