By three p.m., the Outer Harbour was entirely under the control of the Golden Koi. Ethan and I had systematically bought out, intimidated, or physically removed the last remnants of the Black Lotus street-level operations. The vacuum had been filled.

When we returned to the mahjong parlor, the atmosphere was electric. The soldiers who had been preparing for a bloody turf war were now counting stacks of protection money from territories they hadn’t controlled in five years.

I left Ethan in the counting room to oversee the integration of the new recruits and took the private elevator up to the penthouse.

She looked up as I entered, her expression grim.

"The docks are secure," I said, unbuttoning my suit jacket and tossing it over the back of a chair. "Ethan is handling the northern routes. The Black Lotus is officially extinct in the Outer Harbour."

"I know," Li said softly. "My floor manager has been giving me updates all afternoon. You did exactly what you promised, Noah."

She pushed the black envelope across the table toward me.

"The summons arrived ten minutes ago," she said. "The Four Dragons have called a summit at the Imperial Mountain. Tomorrow night."

I picked up the envelope, turning it over in my hands. The wax seal was heavy, the dragon emblem intricate and flawless. It was a physical manifestation of the ancient, overwhelming power of the syndicates that ruled Macau.

"They move fast," I noted, tossing the envelope back onto the table.

"They have to," Li replied, standing up and walking over to the panoramic windows. She looked out over the city, her arms crossed tightly over her chest. "The destruction of Wei’s warehouses disrupted the cash flow for the entire syndicate. The Four Dragons will demand an audit of the Golden Koi. They will want to know how a dying faction suddenly found the capital to buy an army of street soldiers in a single morning."

I walked up behind her, my presence a silent, steady anchor. "Let them audit. We’ll show them the books."

"Our books are dirty, Noah," she said, turning to face me. "The emergency reserves we used today were untaxed, unlaundered cash. If the Four Dragons look closely at our finances, they will see the discrepancies. They will use it as an excuse to strip me of my title and absorb the Golden Koi legally."

I frowned, processing the logistical hurdle. She was right. Brute force had secured the streets, but the Imperial Mountain operated on a different level. They fought with ledgers and accountants before they sent assassins.

I tapped my earpiece. "Overwatch, you copy?"
