The man let out a sigh. “Jyncrest’s response is that every region has to use local resources and manage disaster relief on its own now. The higher-ups can no longer provide support.”

The people below stared at one another blankly.

Without supplies or grain from above, how were they supposed to source anything locally?

A good number of people have banded into gangs, looting, killing, and burning on their own.” The man continued his report “Some even stormed the prison and freed several criminal groups. Local police are stretched too thin to make arrests effectively, and we’ve got no manpower to spare either.”

He paused a beat, then said. “Hard times call for harsh measures. Anyone caught looting, killing, or burning gets executed on sight, no exceptions.”

“Yes, sir!”

“Commander. Karthmoor’s mayor has invited you to the shelter.” Someone requested entry, then stepped forward to report.

“Understood.” The man nodded. “Let’s head over and see the shelter for ourselves.”

Right at that moment, inside the shelter, tension gripped the air.

“Why hasn’t Beckett arrived yet?” The mayor paced back and forth. “With his backing. I could take full control of this shelter.”

Someone beside him chimed in, “Exactly right. Everything up top’s in chaos, every region’s fending for itself now. Pull Beckett to our side, and we’ve got military power behind us. Tens of thousands of men under his command.”

Another voice added. “I heard Beckett’s ranks carry a lot of wounded and frostbitten men. If we want to win him over, shouldn’t we offer something real? But the shelter’s medicine sits under someone else’s control. What if Beckett throws his weight behind them instead, just for those drugs?”

Silence swallowed the room instantly.
