Nathan, who was here to deliver lunch to Penny, took in the pale looks on the two women's faces. Frowning, he asked, "What's wrong?"

Throwing herself into his arms, Penny sobbed, "Nathan, we were set up by Grandpa! The piece of land they sold us is an ecological reserve so we can't develop it. We're doomed..."

Finally understanding what was going on, he comforted her, "No wonder others sell the same size of land for two billion while he sells it at one billion. He knew it couldn't be developed! It's okay, I'll talk to the mayor. Maybe I can get him to change it back to a normal plot of land, that way we'll be able to develop it."

Shaking her head, she spoke tearfully, "It's no use. It's not easy to change the function of the land like that. The mayor won't agree to it."

"Just let me try anyway. You never know, things might just work out. Wait for my good news,” he stated with a smile.

Heading to his own office, Nathan dialed the mayor's number. Once the call went through, he immediately questioned Russell about that plot of land in Phoenix.

Although he was deeply curious as to why Nathan would be interested in such a small matter, Russell still replied respectfully, "Mr. Cross, previously, there was this business mogul who wanted to invest in Phoenix as he wanted to turn it into a tourist attraction. As such, we designated Phoenix as an ecological reserve. It was only afterward we found out the investment was a cover for the man's money laundering. However, he had not officially invested his money in the land before he was caught for financial fraud and sentenced to life in prison. Soon after, the matter of turning Phoenix into a tourist attraction was forgotten. That's why the function of the land was never changed back."

Humming, Nathan queried, "If Phoenix is no longer being developed as a tourist attraction, is it possible to change it back to development land?"

With a laugh, the mayor responded, "Sure! In truth, Phoenix is just a place with a nice name, there's no potential there to turn it into a tourist attraction or it would have been done long ago. I'll contact the relevant departments to make the change.

"Ultimately, Cross Corporations is one of Channing's local enterprises. Plus you've obtained the distribution rights to the vaccine. I'm sure your company will be one of Channing's biggest taxpayers in the future. We need to look after our own!"

"I'll leave this matter in your hands then, sir!" Nathan replied with a light laugh.
