Stephen still could not fully understand Ethan’s plan. 

The city’s development? They were meant to highlight the city’s beautiful aquatic sceneries and also prevent the landscape from being ruined. After all, if the environment. gets destroyed, what good would hotels and resorts be if no tourists came? 

Limiting the types of aquatic life farmed? It was because the water in the city was only suitable for farming local species. If non–native species were introduced, it would also destroy the local ecosystem, resulting in poor quality and quantity of seafood. Due to that, Ethan also forbade people to release non–native species into the waters of Aqua City. 

As to limiting other companies from expanding locally? It was because he wanted to protect the forest of the city. 

Many companies saw the potential in the area’s hydroelectric resources and population. They wanted to set up factories there, where they could dump untreated waste into the rivers and offer jobs to the people. 

A lot of the local fishermen would think, “Why not work there? I can feed the fish in the morning, then head to work at the factory.” 

However, as the factories polluted the environment and people realized that the fishing industry could no longer feed their families, they would choose to work in factories to make a living. 

Then, the very thing that made the town unique would disappear entirely. The clear rivers would also be polluted. 

Stephen said to the mayor, “Ethan’s plans aren’t viable anymore. We’ll go with my plans. He can only lead the city so far. If you continue to carry out his plans, the city’s GDP will forever be stuck at 2.3 trillion. 

“With my plans, it might reach four trillion within a year!” 

The mayor’s eyes lit up at the number, which was double the existing GDP and extremely tempting. If Aqua City’s GDP could hit four trillion or more, then as the mayor, he too would benefit from it. 

“I understand. I’ll call a meeting to discuss the matter and then make the necessary announcement, but are we really going to move the sports games‘ venue?” the mayor 

asked. 

The construction of the current venue already cost a few hundred million, so moving the place would be a waste. 

“Move,” Stephen said firmly. “We must move.

“If it’s already built, then tear it down. If the construction materials can be recycled, recycle them; if not, throw them. 

“You have to tear down something to build something new. Believe me, when the new venue is built, our sports games will be the most attractive event in the city! This will significantly advance our goal of achieving a trillion GDP!”

“I don’t want to go to the hotel. Let me join in the meeting as well. If anyone has any questions, I can answer them myself.” 

The mayor nodded and brought Stephen to the meeting 

Inside a meeting room, about a dozen people sat around the table. They all looked surprised to see Stephen as no one had expected his presence.
