Chapter 250 The War Council

That night, both teams ate their fill.
Timothy’s group came over to Cecelia’s base to hash out the next day’s battle plan.
Cecelia’s entire team was present.
Eleven people total between the two squads gathered around the fire.
“The Eastern District zombie surge is still ongoing, which means the Level 2, 3, and 4 mutated zombies have gone into hiding for now.”
Cecelia spoke at a measured pace. “The key player is the Level 6 that’s orchestrating this wave. When we go into the Eastern District, we keep a low profile. Priority one is harvesting as many mutated zombie crystals as possible, focusing on Level 4s.”
Both teams needed Level 4 crystals to push their members through to the next tier.
Hendrick studied her. “So you’re saying the Level 6’s attention is on the Western District right now, and we take advantage of that window?”
“Exactly.”
That was exactly her thinking. “The Western District evacuation will take time. That window is our best shot to strike while the Level 6 is focused elsewhere.”
“Cecelia.”
Timothy’s expression was serious. “When we took Regina to see Morton today, General Kinsman was there, too. He didn’t believe the prophecy. Morton argued that ignoring the warning was too great a risk, and he convinced Wesley to issue the evacuation order.”
“Right.”
Regina nodded. “But Morton also asked us point–blank whether we planned to leave after the evacuation.”
The Western District military had never forced ability users to follow orders.
Even the emergency call–to–arms was a request, not a mandate.
The district’s management had always been loose. There were full of gaps.

Though plenty of others were willing to stand their ground alongside the military, believing the Western District was the only safe haven they had.
“When the higher–level mutated zombies in the Eastern District are dangerous–but they’re also an opportunity. I told Morton we wouldn’t stray far from Sanctum City, and that we’d be going back into the Eastern District to continue hunting.”
Hendrick paused, then continued. “Morton asked if we’d be willing to assist the military in a larger operation–a full offensive to eliminate the high–level threats in the Eastern District once and for all.”
“Hold on!”
Ryan was on his feet. “The Eastern District is insanely dangerous! At our current levels, we can’t even challenge a Level 5, let alone a Level 6!”
Just thinking about advanced zombies made the hair on the back of his neck stand up.
He still had nightmares about the Level 4 that had nearly killed them.
The mere mention of higher–tier zombies made his skin crawl.
“Dangerous doesn’t even begin to cover it!”
Draven scoffed. “You haven’t been to the Eastern District. The military already tried sending troops to clear it–most of those units never came back. And now there’s a Level 6 that can command the entire horde? This just got exponentially harder.
“Especially the Kaezer Group complex–that’s ground zero for zombie concentration. The military has thrown squad after squad at it, and none of them made it out.”
“This would be a military–led operation.”
Hendrick looked at Cecelia. “I think the military’s numbers give them an advantage our two small teams don’t have. Add Morton’s tactical planning, and there’s a real chance of taking the Eastern District.”
Cecelia said nothing.
Timothy and the others waited for her answer.
At the end of the day, Cecelia understood zombies better than any of them. Whether this was feasible depended heavily on her assessment.
Morton hadn’t bought the prophecy act for a second.

But he absolutely believed that someone in their group had deep, genuine knowledge of mutated zombies.
Because the crystal intelligence had come from them first.
“I can’t give you a definitive answer on this.”
Cecelia’s brow was tight. “Do you all understand that beyond Level 4, Level 5 and 6 zombies qualify as advanced zombies? And like us, do you know that they have abilities?”
“What?!”
Every face around the fire went white.
Mutated zombies have abilities?
Ryan looked like his face was about to crack in half. “A Level 4 without abilities was already a nightmare. One with abilities? If we go up against something like that, can seven or eight Level 4 ability users even handle a single Level 5?”
Timothy’s expression was grim. This was beyond anything they’d imagined.
“The Eastern District’s regular zombie population alone is staggering. And we’re only two months into the apocalypse. In 60 days, mutated zombies have already reached Level 5 and 6. Meanwhile, where do our ability users stand?”
Cecelia’s gaze swept across Hendrick’s team. “The entire military, including Morton, maxes out at near–Level 5–not yet broken through. If you do the math comparing human ability users to mutated zombies at equal levels, killing a Level 5 zombie is exponentially harder than three strong Level 3 users taking down a Level 4. You’d need a minimum of three Level 5 ability users working in concert.”
Her earlier estimate that her own team could take a Level 5 had factored in one critical asset beyond their full Level 4 lineup: Tiger.
And Tiger’s Level 5 status was a bit shaky at best. At most, she counted as half a Level 5 zombie.
