Every building on every block was residential. There wasn’t a single place to trade or exchange supplies anywhere in sight.

Not that it was surprising. To stop the people under their control from building any kind of independence, the entire base’s resources were held at the top and distributed on a fixed schedule.

If someone wanted to head out and scavenge on their own, they were free to do it.

But every time they returned, a set portion of whatever they’d found got taken as the fee for staying in the

base.

The whole system existed to make sure nobody quietly pulled ahead of anyone else.
