The concept of keeping the people tired was simple. Hayley would keep everyone busy every day, chasing a goal.
That was what Hayley had done with her point system.
Every resident had to hand in ten points a day as the base’s living fee. If they fell short, interest would be added. If they missed it for several days in a row, they would be kicked out.
Hayley made earning points the center of everyone’s lives. That was what it meant to tire the people.
Then came the next rule: keeping the people humiliated or humble.
Hayley introduced a monitoring–and–reporting system, encouraging residents to supervise one another That way, punishments could be enforced efficiently, keeping everyone cautious, hard–working, and obedient to the rules.
And finally, keeping the people poor. This meant stripping away wealth beyond basic survival.
Before the apocalypse, the world had been full of workers who lived paycheck to paycheck. These people labored their whole lives yet never managed to save much, spending most of their wages just to get by. Making more money was nearly impossible.
That was the idea behind keeping the people poor. Hayley would keep them too busy surviving to focus on anything else.
Of course, for Hayley’s newly founded base, everyone was already dirt poor. There was no need to impoverish anyone.
What the base needed now was massive, rapid growth. They had to build, expand, and thrive.
Hayley’s rule of handing in ten points per day was enough to keep everyone working, yet still allowed them to save up a bit of their own wealth if they were diligent.
As the leader of the base, Hayley would guarantee everyone’s safety, provide full support in any emergency, and even offer certain benefits.
Under her leadership, as long as people worked hard, they would enjoy the best treatment of any bases around.
Hayley told the crowd, “In the beginning, I’ll give you seeds, tools, and anything else you need for free. Anthony and his family will lead you in farming and raising livestock. For now, base taxes will be waived for one month. After that, everyone must start paying points.” 1
The crowd listened, filled with both fear and gratitude.
She was offering them safety and a home, guiding them back to a peaceful, structured life. She even gave them a whole month to get on their feet.

In a month, fast–growing crops could already yield a harvest.
That was enough time for them to resume normal production and living. Not to mention, they already had a few dozen points saved up, enough to live comfortably for now.
And with Hayley’s motivational system in place, everyone was fired up and ready to work.
After all, if a force could only bring comfort and prosperity, people wouldn’t revere it; they would just exploit it for their own gain.
But if that force could strike with unstoppable power and lay waste to everything in its path, people would treat it like a god.
The art of leadership lies in balancing mercy with strength.
To these people, Hayley was that god.
Right then, Anthony spoke up. “By the way, Ms. Reid, we should give our base a name. What should we call it?”
